Emissions Test Preparation & OBD-II Readiness Checklist
This emissions test preparation checklist ensures vehicles are properly prepared for state emissions inspections, OBD-II readiness monitors are set, and all visual inspection items meet requirements. Aligned with EPA OBD-II regulations, CARB (California Air Resources Board) enhanced inspection requirements, and state emission testing program standards. Use this checklist before every state emissions inspection to maximize first-time pass rates.
- Industry: Automotive Service
- Frequency: Pre-Emissions Test / Annual
- Estimated Time: 30-45 minutes
- Role: Emissions Inspector / Service Technician
- Total Items: 30
- Compliance: EPA OBD-II Regulations (40 CFR Part 85, Subpart W), CARB Enhanced I/M Program Standards, SAE J1979 OBD-II Diagnostic Standards, EPA CAA Section 182 (Inspection & Maintenance Programs), State Emissions Testing Program Requirements
MIL Status & OBD-II Connection
The Malfunction Indicator Lamp (MIL) illuminated is an automatic emissions test failure in all states with OBD-II testing.
- Malfunction Indicator Lamp (MIL / Check Engine light) OFF during vehicle operation?
- MIL bulb verified functional during key-on engine-off (KOEO) bulb check?
- OBD-II DLC (data link connector) accessible, undamaged, and accepting scan tool connection?
- Scan tool communicates with vehicle ECM successfully (all required protocols)?
- OBD-II VIN matches vehicle VIN plate?
OBD-II Readiness Monitor Status
Readiness monitors must be set to READY. Incomplete monitors indicate drive cycle not completed - most states allow 1-2 incomplete monitors for older vehicles.
- Catalyst monitor status: READY?
- EVAP system monitor status: READY?
- Oxygen sensor monitor: READY?
- Oxygen sensor heater monitor: READY?
- EGR system monitor: READY (if applicable)?
- Total number of incomplete monitors within state-allowed limit (typically 1-2)?
Visual Inspection Items
Many state programs include a visual inspection for emissions-related components. Tampering is a violation of EPA CAA Section 203.
- Catalytic converter present and not replaced with test pipe?
- Fuel cap present, proper type, and seals correctly (not cracked or missing)?
- Air filter and air induction system intact (no bypassed air filter or open air intake)?
- PCV system connected and intact (no open crankcase breather vented to atmosphere)?
- EGR system connected and not disabled (if original equipment)?
- EVAP charcoal canister present and connected (not removed or bypassed)?
- Secondary air injection system present and connected (if original equipment)?
Tailpipe Test Preparation (ASM/IM240 States)
For states using dynamometer tailpipe testing, vehicle must meet additional preparation requirements.
- Engine at full operating temperature before tailpipe test?
- No recent oil change within 100 miles (fresh oil can temporarily reduce HC readings)?
- Drive tires properly inflated for dynamometer test?
- No active oil or coolant leaks that could produce extra HC emissions?
- Short drive cycle completed to ensure all systems at operating temperature and fully ready?
Test Results & Documentation
Document emissions test results and communicate findings to customer.
- Emissions test results documented with all monitor statuses and any failures noted?
- If failed: root cause identified and repair plan documented?
- If failed: customer advised of waiver eligibility (minimum repair cost often qualifies for waiver)?
- Copy of test results provided to customer?
- Drive cycle instructions provided to customer if incomplete monitors found?
- Re-test appointment scheduled if vehicle failed or was not ready?
- Customer advised of state reinspection grace period for free retest?
