IMO MARPOL Annex VI Air Emissions NOx/SOx Monitoring Checklist

MARPOL Annex VI governs air pollution from ships including sulfur oxide (SOx), nitrogen oxide (NOx), and ozone-depleting substance (ODS) emissions. Since January 2020, the global sulfur cap is 0.50% m/m for fuel oil, with 0.10% m/m required in Emission Control Areas (ECAs) including North American, US Caribbean, North Sea/Baltic, and Mediterranean ECAs. Ships must maintain fuel oil record books (FORB), bunker delivery notes (BDN), and sampling documentation. Non-compliance is detected through FO

Fuel Oil Sulfur Compliance

Verify the fuel oil in use meets MARPOL Annex VI sulfur limits for the current trading area.

  • If in ECA: fuel oil in use has sulfur content of 0.10% m/m or less?
  • If outside ECA: fuel in use is 0.50% m/m sulfur or less (IMO 2020 global cap)?
  • Bunker delivery notes (BDN) for current fuel oil bunkering on board?
  • MARPOL fuel oil sample (MARPOL sample) from most recent bunkering sealed and labeled on board?

Fuel Oil Record Book (FORB) Compliance

MARPOL Annex VI Regulation 17 requires recording fuel consumption, bunkering, and fuel transfer operations in the FORB.

  • FORB current; all bunkering, transfer, and fuel changeover operations recorded?
  • Fuel changeover log shows complete changeover to compliant fuel before entering ECA?
  • FORB signed by the master for each completed page?
  • FORB retained for 3 years from date of last entry?

Exhaust Gas Cleaning System (Scrubber) - If Equipped

Ships with open-loop or closed-loop scrubbers as an equivalent compliance measure must maintain wash water monitoring records.

  • Scrubber wash water monitoring system operational; pH and PAH sensor readings within MEPC limits?
  • Scrubber monitoring data logged continuously and retained for 12 months?
  • Scrubber in closed-loop mode when in port or restricted discharge areas?

NOx Tier and Engine Technical File

Main and auxiliary engines must have an engine parameter file or EIAPP certificate demonstrating NOx Tier compliance.

  • Main engine(s) EIAPP certificate or engine parameter file on board?
  • Tier I, II, or III status of main engine(s) matches area of operation requirements?
  • If SCR or EGR system installed: system operational and recording sensor data?

EEXI and CII Compliance (Post-2023 Vessels)

MARPOL Annex VI Regulations 22B and 28 require EEXI certification and CII rating for vessels over 5,000 GT from January 2023.

  • EEXI (Energy Efficiency Existing Ship Index) certificate on board (vessels 400 GT and above)?
  • Statement of Compliance for CII rating issued for most recent annual rating period?
  • Ship Energy Efficiency Management Plan (SEEMP) Part III on board?
